UCTE Local 00004 Profile

Our Local represents over seven hundred (700) employees of the Greater Toronto Airports Authority (GTAA). Our members are responsible for the administration, maintenance, safety and all other aspects of the GTAA’s operations.

The Public Service Alliance of Canada (PSAC), our bargaining agent, negotiated a collective agreement that includes an “all-employee” recognition clause which means that when any new employee is hired by the GTAA they are represented by our Local. As a result when the GTAA decided on June 1, 2006 to contract-in the work previously performed by TBI Canada employees our Local was proud that PSAC vigorously asserted our continued right to represent all GTAA employees including those employees hired from TBI Canada.

UCTE-UCET

Our Local is affiliated to the Union of Canadian Transportation Employees (UCTE), a “component” of PSAC. Our affiliation to UCTE entitles our Local to representation on Airport Authority Conferences, Component Conventions along with other forums to network with Airport Authority workers from across Canada.

Our Local encourages visitors to our website to review the successes that our Local has been able to achieve including duly enacted bylaws to ensure a democratic structure, a duly elected executive to give a voice to the membership, a stewards network to protect our collective agreement rights, a health & safety committee to ensure a safe workplace, sound finances to provide a resource base and above all a sense of pride that UCTE Local 00004 is our local.

We are aware that CAW is making efforts to divide our members through a petition. But our executive is resolved to defend our Local and collective agreement. Our members fought hard over the past several decades that included difficult strikes to gain seniority rights and a superior collective agreement. We don’t intend to turn back now. With the support of UCTE and PSAC we are confident that the recent application by the GTAA to the Canada Industrial Relations Board to seek a single bargaining unit will only serve to make our Local even stronger.

UCTE Local 00005 Profile

Our Local represents thirty (30) non-managerial supervisors employed by the Greater Toronto Airports Authority (GTAA). We organize tasks, schedule work, provide training and perform quality assurance tests in various departments at Toronto Pearson International Airport including the facilities, baggage and operations departments.

Our members work at Terminal Three (T3); however, with the decision of the GTAA on June 1, 2006 to contract-in the work of our former employer (TBI Canada) our supervisory responsibilities will likely extend to Terminal One (T1).

As non-managerial supervisors we take a leadership role within the workplace and we intend to take a leadership role during the consolidation application process currently before the Canada Industrial Relations Board. Our executive intends to facilitate the integration of our Local into UCTE Local 00004 to form one of Canada’s largest Airports Authority locals. Between UCTE Local 0004 and UCTE Local 0005 our combined memberships will exceed eighty percent (80%) of the total workforce of the GTAA.

PSAC

We also believe that we can play an important role in easing any concerns that members of CAW Local 2002 may have during the consolidation application process which will likely result in the integration of their members at the GTAA into UCTE Local 00004. By standing together united with UCTE Local 00004 we believe that all union members at the GTAA can build a strong and inclusive Local that will enhance our bargaining power with the Employer and improve our working conditions.

Although we are a comparatively small Local, we have always been impressed by the influence we have been able to exercise within the Public Service Alliance of Canada and the Union of Canadian Transportation Employees.
